Victoria 3’s State and Revolution pack is out, taking Russia from Tsars to civil war

A hundred years of Russia is the whole subject of State and Revolution, the new Victoria 3 immersion pack Paradox Interactive released on November 5, 2026. It is on Steam for $14.99, £12.99 or €14.99, and the store page lists Windows, Mac and Linux. You need the base game, and the pack is also part of the Volume 3 expansion pass.

Victoria 3 came out on October 25, 2022, from Paradox Development Studio, and its clock runs from 1836 to 1936. You pick a country, build mines and factories, trade on the world market and pass laws. Interest groups, which are blocs such as the Industrialists and the Rural Folk, pull your government in different directions. In this pack, Russia begins inside a conservative alliance of monarchies, trying to industrialize while keeping its restless subject cultures under control.

What a Tsar’s traits do to your options

The main addition is a Journal Entry built around the reigning Tsar. Journal Entries are the game’s running list of goals and the actions tied to them. This one changes with whoever holds the throne, and the Tsar’s traits decide which actions you can take. A succession is a rules change as well as a new portrait. Neither the release nor the store page says which traits unlock what, and that list is the first column I would fill in.

Revolution follows from how you ruled. Paradox says the uprising depends on what your Tsarist governments did and on the legacy of earlier rulers, so it arrives as a result and not on a schedule. A Russian Civil War comes after the state collapses. The outcome sets what you build next, which can be a communist government or a different post-revolutionary regime.

The rest fills in life under the crown. Dissidents can be exiled to Siberia. As an autocrat you can appoint favorites, each with an ideology and story content of their own. A Russification Journal Entry covers the push to make the empire's other cultures Russian, while Ukrainian and Belarusian cultural renaissances and independence movements in Poland and elsewhere push back. The art side gets seasonal visual effects, new historical characters, a new building style, a map skin and new music.

Where this pack sits in the Victoria 3 ledger

Paradox has now sold five immersion packs. Voice of the People came in May 2023, Pivot of Empire in November 2024, National Awakening in September 2025 and Iberian Twilight in December 2025. Going by this one, an immersion pack is the narrow product: one region's story and art at $14.99. Sphere of Influence and The Great Wave are the game's two expansions.

Anyone who skipped Sphere of Influence gets a piece of it here. Journal Entries and events tied to The Great Game, which came with that expansion, are open to every State and Revolution owner. The store page lists only the base game as a requirement.

Volume 3 is $47.97 on Steam and bundles this pack with The Great Wave, the Warships bonus pack and Century of Strife, an immersion pack Wikipedia lists for Q1 2027. If Russia is the country you keep restarting, buy the pack now. If it is not, wait for a sale.
