Stellaris: Willpower lets your empire’s beliefs cross borders, Paradox Interactive and Abrakam announced on Wednesday, and the expansion launches on PC on November 23, 2026. In Stellaris you run a space empire in real time, pausing to set research, settle planets and choose which neighbours to court or fight. Its Ethics are the core values your people hold.
Willpower costs $24.99, £20.99 or €24.99, and pre-purchase is open now. It is also included in the Season 10 Expansion Pass. It arrives alongside the 4.6 “Corona Borealis” update, which Paradox says adds various bug fixes. Abrakam, the Belgian studio behind the 2017 card game Faeria, co-announced it; the release does not say how the work was split.
What an Ideology does that an Ethic did not
An Ethic held with fanatic conviction can now become an Ideology, and an Ideology travels. You push it into neighbouring systems through Starbases, Hyper Relays and Ideological Beacons. Foreign populations may take it up and form Fanatic Factions, which work against their own government from inside. The cost is Momentum. If your empire drifts from the Tenets it is spreading, your own factions can revolt and demand you stay true.
Galactic Halls give the Ideology a building on the map. A Hall can be moved: above a colony it raises local output and Ideological Reach, and at the frontier it pushes the message into contested space. There is a design for every Ethic, and Paradox’s announcement notes there is a biological one too.
The rest of the expansion follows the idea outward. Force of Will is a new Ambition, a route to victory where the galaxy follows you and you defeat every Fallen Empire. Federation laws can set an official belief, the Galactic Community lets you denounce a rival doctrine, and espionage can shrink a rival’s Reach or stir revolt. When persuasion fails, a new Casus Belli, which is a formal reason for war, lets you impose the Ideology by force. “It is still persuasion, only with more battleships,” the announcement says.
Three new Origins change how a game starts. Golden Generation trains students at an academy and recruits them as leaders. Lost Makers sends a Machine Intelligence looking for its creators, tied to one of the galaxy’s Precursors. Great Mosaic starts with an extra Civic and no set story. New Civics, events, Paragons, buildings, an inquisitor shipset, a city set and a new advisor fill out the rest.
Ten years of Ethics pointing inward
Ethics have been in Stellaris since it launched on May 9, 2016: eight of them in four opposed pairs, each moderate or fanatic. My read is that for ten years they mostly pointed inward, shaping your own people. Willpower is built around pointing them at someone else. It follows 13 major expansions on Wikipedia’s list, the latest being Nomads in June. The last Paradox expansion GamesFinity covered, Crusader Kings III: By God Alone, made the Pope playable. This one makes a belief system playable, which is harder to balance.
Momentum is the number I would watch, since the release ties revolt to it. Pass owners need do nothing before November 23. Everyone else can pre-purchase it for Stellaris on Steam now, or wait for the 4.6 patch notes and decide then.
